Stands as a majestic testament to the rich cultural tapestry of Malaysia. Constructed in 1896, this two-storey wooden mansion was the residence of Raja Billah, a nobleman of Mandailing descent from Sumatra. The palace's architecture reflects the traditional Mandailing design, known as Bagas Godang, characterized by its intricate wood carvings and spacious halls. Notably, the ground floor features an octagonal hall, while the upper level houses a grand living area, both serving as venues for community gatherings and celebrations.

Beyond its architectural splendor, Istana Raja Billah holds significant historical value. During the late 19th century, Papan was a bustling town due to the tin mining boom, attracting various communities, including the Mandailing people. Raja Billah, serving as the chieftain, played a pivotal role in uniting these communities, using the palace as a center for discussions, decision-making andltural events.

Over the years, the mansion has been enveloped in tales of mystique and the supernatural. Local legends speak of unexplained phenomena, such as the spontaneous sounding of the azan (call to prayer) from the adjacent old mosque, despite its disuse. These stories have been popularized through local media, including the television drama "Warkah Terakhir" and the documentary film "Penunggu Istana".

Today, while the palace shows signs of aging, its historical and cultural significance remains undiminished. Visitors to Istana Raja Billah can immerse themselves in the rich heritage of the Mandailing community and gain insights into Malaysia's diverse cultural landscape. Efforts are ongoing to preserve this iconic structure, ensuring that future generations can continue to appreciate its legacy.
